Starting July 29, 2016, all Bayad Center branches nationwide will accept payment for MMDA traffic violation fines.
A few months back, MMDA re-implemented the No-Contact Traffic Apprehension Policy that utilizes CCTV to monitor motorists committing traffic violations. Once their cameras catch your vehicle and the final notice has been received, you will need to pay for the fine depending on the violation you committed.
MMDA is making it easy for motorists to pay for those fees since every Bayad Center in the Philippines will now accept payment so that the process won’t be on hold when you try to register your vehicle.

Actually, I don’t think this is ideal. Making punishments more convenient is not a good thing. If you can get out of your violations with just a payment from a bayad center, will encourage more people to just violate, since they can just pay, without wasting time.
