The speed posted here is just the maximum throughput for a particular subscription.
It will be helpful for the consumers to know the reliability rate of each subcription.
For example (not real example), I subscribed to a 10 Mbps plan with 80% reliability rate.
That means the customer can expect that there is at least 80% of 10 Mbps (or 8 Mbps) at any point in time.
Dropping from that reliability would mean breaking the service-level agreement (SLA) with the internet provider and can be subjected to deductions in expected monthly payment.
