The Land Transportation Franchising and Regulatory Board (LTFRB) now requires public utility vehicle (PUV) operators and passengers to use the StaySafe.ph contact tracing mobile app.
The app will be implemented on all public utility vehicles, as per the Memorandum Circular No. 2021-041 released on June 21, 2021, and approved through the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) Resolution No. 87, series of 2020.
The memorandum states that for the next 30 days, all PUV operators shall register and comply with data collection following Data Privacy Act for passenger contact tracing.
With this, PUV operators are given 30 days to comply with the following guidelines:
• Register to StaySafe.ph app and create their QR code.
• Display the QR code at the entrance door and inside PUVs where passengers can easily see it.
• Require all passengers to use the code.
• Make sure that the data is available to the LTFRB when needed.
• Coordinate with the StaySafe.ph regarding data and information collection for contact tracing.
Other than these, the LTFRB also reminds the public of strict compliance to “7 commandments” in all public transportation, following the recommendation of health experts. These include using a face mask and face shield, prohibition of talking and eating, ensuring proper ventilation and disinfection inside the PUVs, and strict observance of the “one-seat apart” rule for physical distancing. Also, note that passengers who have COVID-19 symptoms are not allowed to use public transportation.
Furthermore, the LTFRB also reminds PUV operators and drivers to follow agency policies. Anyone caught violating the provisions of the MC will be subject to corresponding penalties, such as fines and removal of their CPC or PA.
