Senator JV Ejercito is seeking a temporary suspension of the RA 10913 or the Anti-Distracted Driving Act, following negative reactions from motorists regarding its rules and regulations.
In a Facebook post, Sen. Ejercito said that he is “calling on the Department of Transportation (DOTr) and the Land Transportation Office (LTO) to temporarily suspend the enforcement of the Anti-Distracted Driving Act until motorists’ confusions are ironed out regarding the law’s Implementing Rules and Regulations.”
According to the senator, the DOTr officials have “misunderstood the essence of the Anti-Distracted Driving Act and have made matters complicated when it is basically just about banning the use of cellphones while driving.”
The Anti Distracted Driving Act was implemented nationwide on May 18, 2017. Motorists expressed concern with some of the law’s provisions like the “line of sight” which is prone to different interpretations, and what you can and cannot put on the car’s dashboard. The DOTr has then released an FAQ to clear some of the questions.
“Cellphones when used for navigation purposes should be permitted to be placed within the driver’s line of sight. This aids them from steering clear of heavy traffic. Hence, it is just counter-intuitive to place it somewhere hidden. Mas delikado pa yumuko! Every second that the driver’s eyes are on the road counts,” Ejercito said.
Ejercito wants the DOTr and LTO to reconsider amending the strict provision before fully implementing the law.
