Look for something with a Pentium 3825U (i.e. take the lowest Broadwell i3 and set the clock speeds down a notch), around ~17k. Upgrade RAM once you have more to spend.

none for brand new. there is for second hand laptop. look for i3 processor with 4gb ram and 2gb GPU. dota2 will run smoothly on that.
