Free Metro Manila WiFi Act of 2014 filed at the Senate

Senate President Pro Tempore Ralph Recto has filed Senate Bill No. 2232 or the “Free Metro Manila WiFi Act of 2014” which will mandate the government to provide free wireless internet access in key locations in the National Capital Region (NCR).

“For the Philippines to further establish itself as an emerging economy, a public broadband internet infrastructure must be in place beginning with NCR. Providing free internet access to public buildings and facilities in the national capital will also ensure that our growing labor force will be updated with employment opportunities.” said Sen. Recto said in the bill’s explanatory note.

“Allowing free wireless internet access in key public places in NCR means providing access to the underserved in our society, including getting low-income people online.”

Areas that will be provided with broadband hotpots in NCR shall include, but not limited to the following:

• All national and local government offices;
• Public health centers and hospitals;
• Publick Elementary and High Schools, and State Colleges and Universities;
• Public Parks;
• Ninoy Aquino International Airport (Terminals I, II, II, and IV);
• Public Libraries;
• Tollways and Expressways (North Luzon Expressway, South Luzon Expressway, Metro Mnila Skyway, and Manila-Cavite Expressway);
• Epifanio de los Santos Avenue (EDSA) and other national roads;
• Public transport terminals;
• Port of Manila; and
• Rail Transit Stations (LRT Line 1, MRT Line 2, MRT Line 3, and PNR Southrail).

According to the bill, the WiFi hotspots will use existing commercial ISPs until such time that a national broadband system has been installed. Funds from the National Telecommunications Commission (NTC) and/or savings under the General Appropriations Act will be used for the project.

    • NTC’s backup plan….. Our 3Mbps should be upgraded to 6 or 8Mbps at least. If this Free Internet comes with Free Unwantables, then count me out. I was wondering If this “Free Internet” comes w/a High Consequence, I’m going to make a: Not a Computer Program, Not a Product that you buy in stores, Not a Company named after the Referees pet Goldfish, Not an Idol group who poses for something to attract customers, One compound word, plain and simple, no b.s., f.f.f., Time Machine! I will go back to the 80’s and enjoy life there; this Generation is a total Joke right now.

  3. i don’t think encouraging drivers to use their mobile phones in highways is a good a idea. especially in express ways..

    • May advantage din naman ito para sa mga pulis na on road at mga nasisiraang taxi na walang load pangtawag. Ma-uupdate kaagad pag may crime scene thru viber and 3g at makikita agad nila ang e-warrant of arrest na sinisimulan ni laila de lima. Parang Judge Dredd na laging online.

  4. Madaling mag-install ng WiFi. Ang malaking tanong ay kung may internet access nga ba talaga? Sa manila halimbawa (erap/isko project) madalas walang internet pero may wifi signals. Ayus ito during emergencies.

D naman yan mapapakinabangan ng madla, ni pobre walang cellphone, anong gagawin nila sa wifi na yan? Damihan ang employment, no biases on which school they came from. Revise family code, revise penalties and sanctions. Computerize records. Talaga uunlad lang ang mahal nating Pilipinas, sa pag babago ng systema, at hindi sa panukalang, iilan lang ang makikinabang, di ko alam kung bakit nananalo pa kayo. Mga walang kwenta!


    • True. Technically this is a good move moving forward. The problem is: will the funds go directly or will be used solely for the implementation or building the infrastructure? Aanhin ko ang WIFI kung puro lubak sa EDSA at bumabaha sa kalsada.

      These funds should go to our basic necessities first – Housing, Transportation, and Employment.
      Madaming nagmamagaling at papogi sa Pilipinas. Sana unahin nila pagtuunan ng pansin yung mga kasaluukuyang problema. Aanhin nila manong na nagbebenta ng mani sa kanto ang wireless internet?

  13. All 40+ provinces pay taxes into these funds. All high schools should get this not just the favored NCR region. If the private ISPs are to be involved, then all of the high schools should be included in the initial rollout. Try to have the high schools in the NCR be the LAST to get the free WiFI and see how the bill is handled!
